::There's an impromptu festival platform like what you might see at Obon. That seems to be the main thing the caution tape is surrounding.

Loitering around it are the aforementioned heavy set woman and the red-headed catgirl. The catgirl you remember Dueling from just after you first got to the Academy several years ago.

She's a little bit older and wearing a mechanic's garage outfit.

Neither seems to be law enforcement and they seem to be taking photos and in Kiki's case, if your memory recalls her, is doing measurements with measuring tape, and occasionally using some sort of P.K.E. Meter device::

Fantasy word for the collection of near-humans with "fantastical" features. Horns, cat ears, tails, wings, etc. Does it have any real meaning? Probably not. Just a dumb thing I saw in my Japanese animes.

Yeah, people seem iffy about whether or not it actually happened. People who were near the Atlantic coast definitely remember seeing something rise from the oceans, and newspapers that people kept from back then mention monster attacks. Scuttlebutt on the internet is rare though.
